The Regulatory Consultation Guideline (‘Guideline’) aims to provide a comprehensive and inclusive engagement between the Authority, relevant stakeholders and the general public to gauge vital and correct information that the Authority requires to make informed decisions. It also aligns with a provision of the NEA Act to facilitate the revision of existing and formulation of new regulatory documents.
The main objective of this Guideline is to ensure that the Authority’s decision-making process is based on a collaborative engagement with stakeholders and the general public who are directly or indirectly involved in implementing prudent and sound decisions.
This Guideline covers the consultation process of:
- New regulatory documents such as the regulation, rules, codes and guidelines;
- Reviewing or amending existing regulations, rules, codes, and guidelines.
- General tariff approval process for on-grid and off-grid regulated utilities.
The Authority will continually update this Guideline as and when necessary to improve the consultation process.
