The Third-Party Access (TPA) Code governs access to the utility’s transmission network for entities other than the utility itself. This includes setting reference prices for wholesale power purchases, determining charges for wheeling power through the transmission network, and establishing connection policies for third parties. The TPA Code applies to regulated retailers, transmission network owners, Independent Power Producers (IPPs), and third-party retailers in specific scenarios.
The TPA Code requires regulatory approval for reference prices, wheeling arrangements, and connection service procedures. The National Energy Authority ensures these rules are fair and compliant with regulations.
The TPA Code aims to enhance transparency in:
- (a) Power purchase agreements.
- (b) Prevent discrimination.
- (c) Protect the commercial interests of transmission network operators.
- (d) Facilitates contracting between large-load customers and Independent Power Producers (IPPs).
- (e) Supporting the goals of reliable.
- (f) Affordable and sustainable electricity supply outlined in the Electricity Industry Policy.
