The Electricity Undertaker Licensing (EUL) Guideline provides procedure and step-by-step process to existing and potential electricity undertakers when applying for generation, transmission, distribution and retail licenses in the electricity supply industry of Papua New Guinea (PNG).

The EUL Guideline is established pursuant to the licensing provisions of the PNG National Energy Authority Act 2021 (NEA Act) and approved by the National Energy Authority (NEA) Board in 2022.

The EUL Guideline also includes the eligibility criteria, required documentation, and regulatory compliance standards.

It categorizes electricity utility licenses into four key types:

  • Generation License – Authorizes the construction and operation of power generation facilities.
  • Transmission License – Governs the operation of high-voltage electricity transmission networks.
  • Distribution License – Regulates the construction and maintenance of electricity distribution networks.
  • Retail License – Permits the sale of electricity to end consumers.

The EUL Guideline also details specific license conditions, application procedures, and the public inspection process to ensure transparency. Furthermore, it outlines financial obligations, including application fees, license fees, and quarterly generation levies, to support regulatory oversight.

Applicants are required to meet stringent technical, financial, and environmental criteria, demonstrating financial capability, technical expertise, and compliance with environmental and social impact regulations.
