The Electricity Tariff Regulation (ETR) is a tariff establishment system designed under Section 56 of the National Energy Authority Act 2021. It provides a clear framework for electricity services tariff review and annual tariff adjustment which is determine through tariff order. The ETR applies to licensees who generate, transmit, distributes and retails electricity services to more than 1MW in PNG.
The National Energy Authority (NEA) will determine the electricity tariff through the building block model methodology and principles laid out in the ETR.
To ensure transparency, accountability, and sound regulatory decisions, the ETR requires following the tariff lodgement and review process timetable to establish a tariff order issued by the NEA Board within 120 working days or 4 months. The Authority will ensure these rules are compliant to by the Applicant.
The NEA commenced public consultation on the ETR on 15th January 2025. On 14th February 2025, the NEA received sufficient submissions from stakeholders and have incorporated relevant comment into the proposed final ETR and the draft report (comment form).
The proposed final ETR and the draft report (comment form) is now released on 14th March 2025 for second consultation. Stakeholders and general public are encouraged to provide submission by 18th April 2025.
The NEA would like to inform stakeholders and general public that the face-to-face public consultation workshop dates have been brought forward from May 2025 to April 2025. Table below contains details of the public consultation workshops in Port Moresby, Lae and Kokopo.
